Reverend Rochelle Toyer's spiritual journey began at an early
age in the District of Columbia Christian schools. She is a
native Washingtonian and continues to respond to this journey
in Prince George's County Maryland.
A 1975 graduate of Hampton University, Reverend Toyer received
her Bachelor's of Science degree in Sociology/Social Welfare.
She has since earned the Master's of Science in Criminal Justice
from NOVA University in Ft. Lauderdale, Florida and received
her Master's of Divinity degree from Howard University School
of Divinity, in May of 2001.
Reverend Toyer has been employed in social service settings
for well over twenty-five (25) years. Some of those settings
included the Hampton and Alexandria Department of Social Services,
Washington Halfway House for Women, The Bureau of Rehabilitation,
The Extended Halfway House and District of Columbia group homes
for both juveniles and adults. More recent is her employment
with the D.C. Superior Court -Social Service Adult Division,
which is now known as The Court Service and Offender Supervision
Agency. She served as a Community Supervision Officer (Probation
/ Parole Officer) for the last twenty (22) years, with six of
those years as a Family Counselor and the last two years as
a Drug Treatment Specialist.
Reverend Toyer retired from the Court Services and Offender
Supervision Agency in October, 2003 and is presently employed
at Eastern Senior High School in Washington, D.C. as a Social
Worker through the Unity Healthcare Center. There she counsels
young people attending the 9th through 12th grades, conducting
weekly anger management sessions and serving as the Peer Mediation
Coordinator. She holds licensures for the Certified Addictions
Counselor- Level-II and Professional Counselor.
Reverend Toyer received her "calling" in 1989, while
she was a member of Ebenezer A.M.E. Church in Ft. Washington,
Maryland. During her ten years there God was preparing her for
ministry through her involvement in the Prison, Sign, Tennis,
Single Women, and Intercessory Prayer Ministries.
In October, 1998, God saw fit to move her to another place
of wholeness and peace by bringing her to Jerusalem A.M.E. Church.
There she was licensed to preach on March 16, 1999 at the Quarterly
Conference and ordained Itinerate Deacon in April of 2002 and
Itinerant Elder in April of 2004. Reverend Toyer served as an
Associate Minister at Jerusalem for approximately (5) years.
There she was Minister of the Intercessory Prayer Warriors,
Class Leaders and Family Enrichment Ministry. As God's plan
for her continued to unfold, on August 10, 2003 Reverend Toyer
was assigned temporarily to assist in ministering to the people
of Mt. Sinai A.M.E. Church in LaPlata, Maryland. There she served
as an Associate Minister and the Sunday School Superintendent.
She returned to her home church Jerusalem A.M.E. in April, 2005
and is presently serving as an Associate Minister and working
with Outreach and Evangelism.
Reverend Toyer is the mother of two lovely adult daughters,
Stephanie and Traci and the proud grandmother of Sydnee Simone.
Reverend Toyer sees her ministry as one of "Servanthood,"
ready to do what the Lord would have her to do and willing to
go where He would have her to go. Her answer daily is "Here
am I; Lord send me" (Isaiah 6:8).
